Toby is Hysterical, lol! He'll swim up to the edge of his tank and flare at my other VT male, Alpha Betta (who is easily twice his size), and Alpha just stares at him, not even flaring back giving him a look like "WTH, do you think you're doing twerp?" then Toby just swims away and hides behind the plants, it's a riot!

sounds exactly like my new guy. he'll flare at Flash (almost 2x the size) and Flash rarely even responds.
