Mean?

I have a 38 litre it is quite a tall tank. Eventually will set it up as guppy tank, for now was thinking of putting a betta in there. Would it be mean to then downsize him to a small 3-5g later? my alternative idea was to have a divider and have 2 males in there (probably get another one next month). Again would it be mean and affect the fish to downsize its space?

My likely plan is to house him in this temporarily and then move to his own living quarters next month.

Thoughts, ideas appreciated. May be getting this afternoon

Ahhhh...just thought of a answer to my problem. It is a really tall tank and me thinks this will be more of a struggle for a betta having to swim all that space to the top..
