I've heard some refer to a Mature tank. Now I know my 29 gallon was cloudy for a little while(week or 2 after) even though I used bio spira. I used bio spira in this last one and I'm noticing a bit of clouding now. I also have questions about this whisper 5-15 filter I've got on there, but I'll tackle that once it's been established for a while. Anyway, how long does it take for a tank to become "Mature"?

Half a year? I'd consider that to be a mature, established tank...

what exactly does it mean though, just that it's been up for a while.. are there any actual chemical changes in the tank afters its been up for a while

It depends on the tank. A planted tank may not be fully mature for years, but a fish only tank will be mature as soon as the filter is cycled.
