Mature Krib?

I have a krib that was bred from 2 wild caught parents. The fish is 1.5 years old now. Is it old enough to breed? Second question: if it is old enough to breed it is either a VERY small male or a female that does not exhibit the purple belly like the wild caught female. Is it possible that a tank bred fish could be stunted significantly? I mean it is probably a 1.5" inch fish when the wild caught male is 3"+. It was raised in a 29 gallon tank with wafer, flake, and an occasional treat of spirulina and brine shrimp.
 
Yup, at 1.5 years it, it is plenty old enough to breed. Even at 8 months they are probably old enough to breed. It probably is a female as you said it is smaller then the male you have. A female and male Krib are extremely easy to tell apart. If you can,upload a pic and let us tell you if it is a female or male. The thing you need to know about Kribs is that the female's belly will not turn that dark, rich purple color until she is ready to bread. When she is ready to breed, her belly will start to grow in size because of the eggs, and the belly will turn purple.

Since the belly is not purple yet, that means she is just simply not ready to spawn or not carrying any eggs.
