Marine Blue Lighting In My Malawi Tank

Ok, this might sound like a condradiction of some kind, i'd like to make it clear the Java Fern idea is just a "throw away" idea i am toying with.....

Tank
Rio 300 litres, 48L 20D 24H (inches)

Current Lighting
x1 40W Marine White T8
x1 40W Marine Blue T8

Lights on
about 6 hrs a day

Algae
just a smidgen on the glass, nothing major


My Idea
I am thinking about going either with x2 Blue or x1 Blue (my Juwel unit can run with only one bulb - maybe its a not a Juwel unit?). I have no idea if i am going to like this look, but i want to reduce the brightness of my Malawi tank somewhat, and i like the blue tint.

Questions

1. Is 40W worth of Marine Blue "weaker" in terms of plant/algae growth than 40W Marine White or any other standard colour bulb? Or is 40W the same regardless of whether its Marine Blue, Marine White, Aqua Glo or what-ever (in terms of plant/algae growth)

2. This relates to question 1 i guess. If i was to have some Java Fern in the tank and it was x1 40W Marine Blue am i wasting my time and will just end up with dead plant in a few weeks or a month?

3. Same as question 2, but x2 40W Marine Blue tubes

4. If i just ditch the idea of plants (its probably a pipe dream), is there any particular type of T-8 bulb that is least likely to promote algae growth as i would like to leave my Malawi lights on for longer each day than 6 hrs, but have them less intense.
 
Blue isn't great for plants and it only emits blue like, plants need a complete spectrum of lighting to grow well.
