Marina 200 Watt Heater Question

son has marina 200 watt heater which is heating the tank well above set temp.
 
his other half read somewhere that it doesnt go full under the water on a web site.
 
ive never know a heater not to be fully submersed could this be the case .
 
 
any one know or have one , instructions are not clear.
 
 
heater has a water level mark though

How much is well above. Other equipment can heat the water, i.e. filter motor, lighting, other motors as in powerheads and pumps.

he said it keeps coming on for a few seconds then goes off , all he has seen so far . heater set to 24 temp 27-28
has a fluval 306 heater and lights thats it
