I'm looking for recommendations for floating plants that'll be fine in a lower light setting and doesn't need to attach to anything. Just can "hang out." (This will be for a Betta)

Thanks.

Water lettuce and frogbit are popular. Ricca may also work. Low light shouldn't be a problem for any floating plant, as by it's very nature of floating it will be the closest plant to the light in the tank anyway.

If the tank has no light then I'd really not bother with live plants ( except maybe moss balls though how well they would do I'm not sure as all my tanks have lighting) and simply go for very tall silk ones and lower the water level slightly.
