Lots Of Bubbles On Top Of The Water

A friend of mine has a 30 tall mollie tank and there's bubbles on top it looks kinda like soap
 
Is the tank/substrate new? I found when cleaning my sand that there were lots of bubbles in the bucket for the first 3-4 rinses. If his substrate wasn't cleaned properly maybe that's a cause.

I've never found bubbles that looked like soap in a new tank. Plenty of bubbles, but not that look like soap.

Sorry I meant when I was cleaning it from new, not from cleaning it as part of maintenance. I've not had any in my tank since putting it all in apart from typical air bubbles. When I first started washing the sand though the bubbles did have a slightly rainbow like sheen to them.

+1 When I added sand to one of my 10g, i didn't rinse it well enough nad ended up with ALOT of bubbles, resembling soap, right uner the filter.
 
Drag a piece of newspaper across the surface, this usualy removes any oily/soapy residue.
