hello everybody - tried to post this b4, so if this is a repeat bear with me - local water supply has been loaded with extra chemicals and is killing fish - how does one do water changes?

once again, is your tank cycled? What are your water perimeters? What is the tap waters perimeters? What are the extra chemicals?

By "local water", I'm guessing you mean your tap water? If so, what you have to do depends on what the added chemicals are. Chlorine will evaporate from water thats left to stand over night. There are readily available water additives that will remove chlorine and "bind" heavy metals that are in your tap water (copper, etc). You can also purchase filtration systems that you attach to your household tap which will filter impurities from the water - its aimed at people wanting cleaner water to drink but works well for aquarium keepers. Do you know what the chemicals are and are you sure this is the cause of the fish deaths?
 
I suspect the op's water supply is being treated with chloramines, instead of just chlorine. Chloramines are more stable than chlorine, and won't evaporate out like chlorine. So you will have to treat your water with one of the products out there that neutralize chloramines. Most tap water in the U.S. contains chloramines, so many of us have to deal with them. This is one reason I like to keep my water changes at 20 percent a week. I don't trust that all the water conditioners work as advertised, so only changing that amount will still be safe.
