Live Plant Bulb

I got half dozen live plant bulbs (lilly, onion, etc...etc..) from petco and none of them produced a live plant (still in the aquarium). Aquarium is cycled. It has tropical fishes (tetra, guppy, rasbora, pleco etc.). Also it has couple of live plants. Is there anything which is missing?

How long have they been in the tank? Cant say I have any experience with these but they may just need some time to get going.
