Ive used it, but its usually empty. I dont think there are any rules and if there was, you could break them because nobody monitors that place.

many people use it, the best time is from 6:30pm to around 10ish (UK time)
some days are quieter than others and some days the are loads of people in but not speaking (very annoying, lurkers are)

EDIT
no real rules except no swearing and avoid shouting (capitols) or using eye burning colours for text

I'm usually online in the chatroom most evenings till around 9pm, i can't stand the majority of the tosh on TV these days so i disappear upstairs on the PC while the mrs numbs her brain watching tele.
