I'm wanting to make my female sorority tank [betta] medium to heavily planted...However I already have the gravel down and the tank set up. Would it be best if I get some liquid ferts, or just totally restart and put down eco-complete/flourite/laterite ect?
 
Depends on what type of plants you want, easy care plants wouldn't need either really perhaps a bit of ferts weekly.

I'm wanting some dwarf grass, riccia, various anubia varieties, various other leafy plants that I can get my grubby paws on.
 
For a low light tank, I would avoid the hair grass and riccia, the others would be fine.

I wouldn't think a betta tank wants to be highlight.
