It's hard to tell from the picture, but it looks to me like your friend's tank is infested with a plant called duck weed. It's pretty common floating plant-- we tend to think it's a pest because it is incredibly difficult to get rid of. It is good at nutrient busting and reproduces quickly, but if grown in a planted tank it will probably smother the other plants by covering the surface of the water, blocking out light.
