Will a regular compact flourescent bulb work as a aquarium bulb that will help the plants grow? Like one of these it is 11 watt. I read that incandescent don't work for plants and can't upgrade my lighting so will one of these work?

I COULD, but I would like to keep my aquarium top. That is why I am asking this question.
