i have been offer a T5 light unit that someone has used for marine fish it still has 2 white bulbs and one blue bulb .Would this be any good for tropical fish with plants

It is probably an actinic. Sorry, but no good for plants. You could switch out the bulbs for plant bulbs. I think the blue light might be a moonlight so you might be able to use that.
 
My thought is that the white tubes are 10000K and the blue is actinic. Some people use 10000K for their planted tanks, but it is not recommended because plants benefit more from a spectrum around 6700K. I would definately keep the lighting fixture and just purchase new bulbs for it.
