Lighting Unit Assistance

When I brought my Tank from ebay a few months ago - the guy i brought it from said the Lighting hood needs a bit of tlc - and to be honest it does - but that aside, the lighting unit does not work.

I don't think it was the original that came with the tank (make unknown) as it was tied to the lighthood with metal wire

The tubesare black at the ends so it would suggest they need replacing - but apart from replacing the tubes - does anyone know how I can test to make sure the unit does work and just replacment tubes are needed.

It makes sense. Only way I can think of is to put a live tube in it though.
