Lighting Problem?

I have a standard 4ft tank (200litres), would two 35 watt lights be ok for plant growth???
I do not know y but my plants seem to be dying
 
200 litres is about 50 gallons. 2 35 watt lights will give you 1.4 watts per gallon which is reasonably high. Many low tech tanks run with less than 1 watt per gallon. It could be that your plants have enough light that they will need fertiliser and CO2 to cope with the growth rate.
You'd probably be best to post this question in the planted tanks forum, I'm certainly no expert.
