I have a 10g tank and bought a glass lid but have yet to purchase a decent light fixture. Would I be okay using the basic 15 watt light that comes with the hood, and basic light from my 5.5g tank which is 14 watts for a total of 29 watts. I currently have a few plants and recently got red sea CO2. I have to get things slowly as I also have a 55g (less than a month old) to get stuff for.

I got a incandescent hood for a 10 gallon, I put in compact flourescent bulbs in and can grow most plants. You can probably put in a compact flourescent bulb in the 5 gallon hood you are using. Something else you might consider is a desk lamp for it.

So I can eventually use 2 or 3 clip on desk lamps as a permanant set up. Then I could set it up as a little display in my living room for all to see. How many watts should each light be

If your lights have reflectors on them and they are aquarium lights, then you are nearing 3 wpg. This is good light.

If you have no reflectors, then your light is 1.5wpg. This is not really enough.
