Lighting For A 28 Gal

I'm interested in planting my 28 gallon in the nearish future, and I've been reading up on lighting as I think that would be the first thing I'd like to get set. The tank is 28USG and is a bowfront. It is 24" wide, 12" deep and the smallest point, and 19" tall (water depth is ~16"). I have a few questions.


1. How many wpg would I need to hit the med-high light range for T5 or T8 bulbs?
2. As I'd like to DIY this, what would be the best ballast to use for either of these bulbs? I've read up a little bit on iron ballasts vs. electronic ballasts, but I'd like to hear about your experiences/opinions.
3. Does the depth of my aquarium mean I'll need different wpg than a standard 30 gallon?
