Light Colored Patch Over Eye. Help Please!

I think Jack has developed something along with his fin problem. I noticed a small spot above his eye (not on his eye) yesterday. I thought it was a bubble that attatched to him, as there are a few tiny bubbles on some of the decorations. This morning, I noticed that the spot had gotten larger. It looks slightly raised from some angles, and flat from others. I dont know how thick the scales on his head are so I cant determine if the scales are gone and the skin is raised or whatnot. Does this sound familiar to anyone, or does anyone know what it might be? I would appreciate your help greatly.

An update on Jacks fins:
His back fin seems to be growing back, but I cant tell for sure. His top and bottom fins, though, seem to be getting worse. The bottom fins are still clumped at the bottom. I dont have a camera suitable for taking close range pictures, so I can not get a clear photo of him for you to see. The water levels are always fine when I do the 50% changes. Ammonia is around .25mg/L, the nitrates and nitrites are always at 0 and the pH is around 7.5ish after I add a pH regulater that is supposed to take it to 7.0, but because the original pH level is so high, it doesnt take it all the way down. I am going to do a 50% change later today. I've fed him 1-2 pellets the last couple days, so as not to starve him to death. I am going to have him fast the rest of today and tomorrow for sure.

If you could help I would appreciate it!!!
 
You should not have ammonia reading in your tank, how long has it been set up, like to look at tank in gallons or litres, and how many fish and which type.
The fish has a bad bacterial infection, the whitespot on the eye does it have a cirling of red around the outside or a spot in the middle of it.
You will need maracyn one and two.
 
I've had the tank set up for about a month now. It's a 2 gallon holding only Jack. The spot appears to have a small white spot in it, but I'm not sure if it's the way the light is hitting it because Jack wont stop moving long enough for me to see clearly.

I was told not to worry about the ammonia level because the filter would take care of it. That reading was from the water I added to his tank. I just did a check and it's the same. What do I do to decrease the ammonia?

I will get the Maracyn one and two as soon as I can but I have class soon and I dont know what time the store closes. I will swing by there after class to make sure, and then try the grocery store (sells things other than just groceries, including pet supplies...it's a local store so you may not know the name). I dont know if they sell it or not, but I will look. If they dont I will go tomorrow morning. I know that's late but there is nothing I can do. I can not skip class as it is a lab night and we cant make those up.

Good luck if he's on his own you could get tetracycline even better, but it will wipe the bacteria colony out in the filter.

Effective treatment of fin and tail rot, popeye, gill disease, dropsy (swollen body, protruding scales), septicemia (bleeding or red streaks on the body), secondary and internal infections. Effective even when fish won't eat.
Active ingredient: Mincycline hydrochlor.
