Light Affect Fin Rot?

Does the amount of time the light is on affect fin rot?? my betta's fins are nearly completely gone so i dont want to be hurting him by having the lights on for too long while hes being treated. last week i only had the lights on for 3 hours a day, as opposed to the original 9. So have i done the right thing by changing it???

i havent been neglecting it, but the first type of medication didnt work, then the second set didnt work either, so now im trying another one
