Lethargic Mbu Puffer

I have a 10 inch mbu puffer who in the last week has become very lethargic. I havent changed or done anything different with the tank and feed him krill on a daily basis, ocassionally snails. First I noticed white sposts on his fins(only). It doesnt appear to be ich, it looks more like a fungus. Today, on his skin their appeared to be what looked like a milky white worm pertruding from the skin(just one). I know its not fish lice, but could it be parasitic? How do I go about treating him? He still eats well so Ive been offering him a few more pieces of krill, I also bumped my temp up to 80f from 76f and added aquarium salt. My tank size is a 110 and i do a 30% water change every 3 weeks.
