Can you grow plants using a small led light in a 5 gallon tank? Just I want to put live plants in my betta tank

Depends on the light and the plants. Some plants will grow with very little light (java fern and moss for instance). Some LED lights are very strong and will grow anything.

If you stick to low tech stuff like those, some crypt and anubius, you can get away with quite low lighting with no problems.

Like DrRob said, it really depends on the light. I bought a Marineland double bright LED light for my 10 gallon betta tank to grow plants. I have yet to put any plants in, although I will this week, but it seems like it will do a very very good job. I Plan on getting an LED light for my 45 gallon too because I'm just not happy with my dual T5 tubes.

That light looks almost exactly like the Marineland Double bright that I have. It should be plenty good to grow plants under. Just be careful because I believe that the higher light output the more your going to need ferts and have to worry about algea problems. But I could be wrong about that
