Large White Parts On My Blue Dolphin

hey all, my blue dolphin has sandpaper looking white marks on his side near the gill area. It has only just appeared. I have read up about fungus but it is described more like cotton, Any help would be great. I will try and get some pictures.

Size of tank in gallons or litres.
How many fish and which type.
Water stats in ammonia, nitrite, nitrate, and ph.

Do the gills look mottled like a beef burger.
Any signs of flicking and rubbing.
And signs of darting, or erratic swimming.
Any excess mucas on the gills or body.
Any signs of laboured breathing or gasping.
Do the gills look inflamed.
