I know....im kind imbarrased to ask newbie question but BAH, I will!

Whats is "lathargic"
Also why can't dropsy be cured with dropsy curing medication?

I've never heard of 'dropsy curing medication'... :p

Lethargic means they don't act like themselves - slow and sluggish, don't swim too well maybe. Basicaly don't look like their active usual selves or don't act like they should - for example at feeding time. 'Look sick' :p
 
There are medications but I'm not 100% sure they work. Dropsy stems from unsanitary conditions like dirty water and such. The best way to avoid it is to do water changes.
 
There are two kinds of bacteria that can cause dropsy,
Aeromonas hydrophila and Mycobacteriosis

Dropsy curing medications only kill the former bacteria.
The latter bacteria, Mycobacteriosis is not treatable with
anything we can commercially or domestically utilize.

Dropsy caused by the Aeromonas hydrophila is the rarest
form and ergo, most cases of dropsy are untreatable.

Remember that dropsy is just a secondary symptom and not a disease in itself.

lethargic- the quality or state of being lazy, sluggish, or indifferent (an adjective)

Not good for any pet to be lethargic. Usually is a sign that they are not well.
 
Isn't mycobacteriosis similar to fish tb?

its the same bacterial family, yes.
the species of mycobacterium that commonly infect
aquarium fishes include M. marinum, M. fortuitum, and M. chelonei.
