Do khulli loaches count towards the 1" per gall rule? they are a bit long aren't they but they are skinny!!

The 1" per gallon rule is just a guideline and not perfect. You couldn't have a 40" fish in a 40 gallon tank. How much you put in your tank depends a lot on the types of fish, your feeding/cleaning habits, and of course the shape of the fish. For Kuhli's it is probably safe to consdier a 4" kuhli as a 2-3" fish.

4"? Not likely. 3" at the very most, often smaller. Very low bioload but also very large groups required- 6+ at least, more the better.
