I have a few small planted tanks and love how compact they look - but really want to give it a go on a larger scale. If I bought a JUWEL Rio 180 would the lighting be suitable for a high tech planted tank? I had previously assumed I would need to buy a separate lighting luminaire but reading on them it seems they have their High-Lite T5 tubes.

Anyone with any experience of these tanks able to tell me if they would be enough or if I would need to upgrade with a costly Luminaire?

If you are sure that you have the "high-lite" lighting system (t5 lighting) then you can definitely have a high-tech planted tank.
If it's the older version with just t8s then you are looking at low-tech-medium tech planted tank.
Remember, more light means more nutrient and CO2 dosing, not to mention improved circulation in order to deliver these to the plants.
