That looks like a receipe for a fire/electric shock to me. Those bulbs run at very high temps and putting one next to any plastic item is going to cause trouble. I hope the instructions are very explicit about where the bulb can and cannot go. If I bought one for my marine tank (if I had one) and it melted plastic into my tank or the bulb shattered due to a water splash etc even after following the instructions I'd be onto him for replacement livestock/equipment.
Just looks dangerous to me. I could be wrong though.
