Just can't decide...

So while I wait for my ammonia to drop (It's going down at 0.5 per day so it's looking good!) I'm deciding what fish to put in it. I'm down to the following tank setups (remember it's a 96 litre/21gal tank):

Tank setup 1.

6x Glass catfish.
2x Clown Loach
3x Guppy

Tank setup 2.

Rainbow shark
4x Female Betta
4x Molly or 6xGlass Catfish
3x Guppy. (5 without the Cats)
2x Yamoto shrimp

It'll be planted with Wisteria, Monetwort and Amazon sword.
I can't help but feel my 1st setup is underpopulated and my 2nd is overpopulated (mainly that shark, I just love them too much!) what would you all stock a 21gal with?

clown loahces can get a foot long but they grow slow. That tank isnt underpopulated

I'd go with tank 2 if I were you.... but of course I would, I'm a betta addict!

I had a clown loach that grew 1.5 feet long! but he always hid inside a jar and would never come out...
