Jack Dempsey Cichlid With Missing Pectoral Fin

I just got an electric blue Jack Dempsey cichlid this afternoon, when I got it I completely failed to see that is was missing one of its pectoral fins. It's currently in a 20 gallon grow out tank, now I'm not sure that I can put it with my south american cichlids.
It seems healthy, it's just slow and can't swim properly. I don't want to take it back, because chances are no one's going to want it. So I guess I'm keeping it, my question is, even though it's not there and not at all visible is there a chance it will grow back or will it be like this for the rest of its life?
 
Is any of the fin intact, or is it completely missing? If it's a genetic defect and the fin never grew in the first place, it's not likely to start now. However, if it was bitten off, for example, and a bit remains, it could well regenerate.
