Is This Stuff Diatoms Its Like Sludge!

Hi

I have had my tank set up about 3-4 week now after transfering the fish and my external filter from my old tank my new tanks a juwel rio 125 im doing as follows at the moment:

Dose Tropica plant nutrition+ 4ml a day
3rd water change a week
Water stats are fine
Eco complete bed for plants and api root tabs just put in.
lighting 10 hours per day using 2x 28w T5 arcadia plant pro tubes.
co2 on 2 hours befor lights off 2 hours befor lights out.
Drop cheaker is green

After all this im 4 weeks in and still plauged with brown algea!! ive brought otos aswell to eat the stuff but tthere lazy and aint touched it!

Anything I need to change or I could try or is it just a case of elbow work and paitence?

i reckon the white rock just makes it looks worse, i was having a momentery thought while at the garden centre yesterday but i decided against it for exactly this reason,whata bout a plec or shrimp, they would clean it up in a flash

The rocks arnt a problem i aint on about the decor more the brown stuff covering everything! I already have shrimp in there nothings doing the trick. any ideas anyone?
