Looks like pop eye to me as the eye bulging out, bacterial med.

Anything else going on with your fish? Popeye tends to be a secondary infection when the fish is already sick. Look at your fish for any signs of flickng or rubbing, I could be wrong but that fish looks like it has velvet. It's like a fine dust covering on the fish.
