Is this normal?

My betta had very tattered fins when I bought him and I have been treating him with Melafix. At first it worked great but now he seems to be getting patches of white slime on his fins, is this related to the Melafix?

i would have thaught the tattered fins where caused by other fish attacking it the white slime on his fins sounds like some kind of fungus
if you think the fins where due to disease could that have been finrot ?

I have treated his tank with some anti velvet treatment and his fins have cleared up wonderfully He also seems a lot happier.
