Is This Normal?

Hi ive just put 4 hi-fin platies in my tank ok the problem is one of them is just sitting under the surface of the tank is this normal cause the other 3 are in and around the plants..might be a silly ques but i need to no... cheers

it depends what are your water paramters anddoes he have any visible signs of anything wrong with him?:?

as said what are the parameters of the tank (ph, nitrate, nitrite, ammonia)
Do you know what ratio of males and females you have?
