Is This Normal Gup Behaviour In A New Tank?

I just added some guppies to our 28 gal, and right now, the 3 of them are just hovering in the very top left corner of the tank.
Is this normal for them when they're still scared of the new tank?

It is most likely stress from just introducing them. It could be pH stress etc. Wait a few hours.
