As for replacing the substrate, I think most ppl take all the fish out and put them in a container until they're finished. Your water will be a little cloudy for a couple hours, but it shouldn't hurt anything. I would just give the gravel a really good vacuuming before, so you don't kick up too much waste in the process, then you might cause an ammonia spike. Easy peasy :)

Awesome, the only problem is i dont exactly have the cash to go and buy some sand, but i will when possible. 
The only issue with taking the fish out and moving this around, is thati have only just recently moved them from another tank to this one. I reall dont want to stress them out :/ know what i mean?
 
A couple of bags of play sand will cost you less than a cheap lunch. It just needs to be rinsed really well before putting it in your tank. You mentioned getting a bigger tank "soon." How soon is that? If it's really soon, you could just wait until you get the new tank and then just make sure the substrate is sand.

By soon i mean within the next 3-4 months
 
When I need to add sand to my tank, I add it with a cup. Just slowly let the cup fill with water, then dump the sand out on the bottom of the tank. It may cloud the water slightly but it's not too bad. You could always do little by little if you wanted.  
 
Play sand is super cheap. When i set up my tank, I bought 200lbs of it for maybe $20 or so, but it takes a lot of washing.
 
I am more concerned about the Dwarf Gourami. Think he won't survive this kind of flow. They live in creecks with low flow and lots of (floating)plants. Though it's a hybrid, this will be too much for him in the long run. Corys are hardened. You could take the airstone out?
