Im getting an overhead light this week and it comes with 1 x Blue Actinic Bulb and 1 x White 10000K Bulb are these good for growing Plants?? it says it has built in reflectors & its 78w, my tanks only a 20g

That's plenty of light! If not, too much! You will need good CO2 and nutrient to keep up with it, not to mention 750litres of flow round the tank.
Lots of people will tell you that the actinic and 10,000K bulb aren't suited. However, that's fundamentally wrong and a myth that keeps on being rehearsed. They are both fine for growing plants and will not encourage algae no matter what people might say. Yes, I agree that the actinic isn't atheistically pleasing but you can grow plants with it. Personally the actnic is too blue for me, so I would have the 10,000K bulb with a 6500-6700K bulb.

Thanks, Will the diy co2 method work? 1 more thing where this is an overhead light what should i do to stop any fish jumping out? ie.(The Zebra Danios)

DIY CO2 won't produce enough CO2 for the amount you need. The concentration and output rate varies too much and algae would take the upperhand.
You can use a condensation tray cut to size. Are Danios known jumpers?

Well its gonna have to do because i cant afford anything else and im already buying the light so the algea better pee off its Not! gonna ruin my plans, Oh yeah i had 5 Danios now down to 3 and thats with a lid on the tank... tho it does have a small gap for leads must be becuase there so fast and active. How about 2 diy co2 bottles?? somethings gotta work surely...

Just buy less powerful lighting
Less light means you dont need as much Co2 or nutrients. I bet it costs less too.
DIY should be 2 bottles anyway even on small tank. With 2 bottles you can stagger the mixture inside to generate a constant output.
