Is This Hair Algae?

Guys,

In the past i have had hair algae sprouted from bogwood but just lately i have noticed that some leaves on my plants have developed a furry/hairy edge. It only seems to be on the leaf tips or all around the edges. Is this hair algae too or a problem with the plant itself.
