Is This Error Specific To Me

I have been sent an email to let me know I have a private message, upon clicking the link I get the following message.

You are not allowed to use the messenger feature on this board

Can someone explain why I get this please

We have since backed it down to one post as a patch has been installed for pm flood control. Since you have posted you should now be able to access your pm's.

Thank you Tolak, it seems i should have read that thread first, and my pm was from that banned member !. Ahh well I guess I can live in hope it was someone giving me a 8' tank out of love one day.....
