Is this enough light ?

I just ordered a anubius white rose from eBay today because I want something different for my tank that can survive in my lighting conditions if I use this amount of light for 8 to 10 hours and do regular water changes will this be enough light for it to thrive if I add a little bit of fertilizer as well.

All aquarium plants do best with some aquarium plant fertilizer.

 
Anubias does very well even in low light, same as Java fern and most mosses. Whether your setup is enough depends on the type of light you're using; it's impossible to tell only by sight. It's a slow grower so I'd be more worried about too much light rather than too little, since that could cause it to develop an algae problem (especially if you're also dosing ferts).
 
Yes, don't worry about those anubias light related. They're actually swamp plants that do well in lower light as well... Something that happens in free nature as well...
