is there such thing as too much filtration?

I can't find specifics on the flow rates on your Tetra filters I'll just tell you the emperor is a superior filter and can handle by itself much more than your 55.

As far as stocking goes depending on the current size of your bala's and plec you have more than enough room to add the fish on your list.

In fact you have room for plenty of very interesting fish in your tank.
Venturing into the loach species can give you lots of fun they're a blast to watch.

I would get three or four more cories. They really do enjoy being in large groups. In the wild thousands shoal together at a time.
The emperor is a power filter PLUS the bio-wheel filtration.

they do develop some current and it has a lip to direct some of it out across the water. But I wouldn't say it's too much current for most fish.

The neons won't like a ton of current and the cory's will look for a calm spot to come up for air bubbles but he should be fine.
