I say no,only because you are a responsible fish keeper and I highly doubt that you would keep them in there if you sincerely felt you weren't doing right by them. Also, they're not veils so they're not as tall. Mine for example have a 3" dorsal and a 3 and a half inch anal not to mention 3" of fish body.

i agree with wuv.
responsible and expereinced fish owners can bend the rules without there being adverse effects ot the health of the fish.

im pretty sure you wouldnt do anything to harm your fish.

the only thing that I'd be concerned with are Angels going after your cardinals I have a friend who lost six little guys before she noticed and removed the remain 4.

It looks good to me,angels would like the dense planting but I might be worried it could be too dense for adequateswimming room. Is there room between the plants as they go back or is at dense as it looks?

Gorgeous tank btw. :D

Cheese Specialist - There is a fair amount of room between the fore, mid, and background plants although it's impossible to perceive with the view in the pic. The Angels spend most of their time at the front centre where there's more room, that's when they're not cleaning the Amazon Sword (E. bleheri) leaves ready for laying eggs!! Glad you like the tank, thanks.

Since my comments were the ones that got you into this, I think I'll have explain myself a bit further ;)

First off, now that reconsidered, I suppose the angels are fine, for now.
They seem to be a harmonius couple since they breed all the time etc. But it shouldn't be forgotten that they are cichlids. And when it comes down to cichlids there's always an element of surprise along. It is known that cichlids are by far one of the most evolved fish families around, they are a lot more intelligent than some small tetras for instance.
Now it is possible however that a pair that has done well for ages suddenly falls off and starts fighting, now everyone who's kept cichlids probably knows that when these babies are on the warpath, it's not a pretty sight. There will probably be bodies, especially in small tanks where there isn't space for the weaker side to retreat.

Multiple unsuccessful spawnings, might trigger this sort of behaviour for example.

So that's my main concern now, though it is always possible that they maintain a loving relationship from here to eternity but these things still should be taken in account.

But regarding those tetras, I still strongly recommend for you to consider having a different species. ;)

Those two angels should be fine for a while. If any real aggression starts then they may need to be rehoused. I had 2 angels in a 60gal once and they were still agressive so size is not always a deciding factor. I moved the problem angel to a smaller tank with a different angel and those 2 get along just fine now. But the first 2 didnt get along. Your tank looks like it has lots of plants for a more submissive angel to hide in if the need be. As for the neons, some angels will eat them, but if they were added around the same time the angels probably wont think of them as food. My big angel has lived with neons her whole life and has never eaten any of them. But every fish has its own different personality, so just keep your eyes peeled for any problems.
