Is My Baby Done For? :(

Okay so I'll give as much info as I can.

I got my betta last march so I have had him for almost a year. I just have a betta starter kit tank, no filters of anything and I normally change the water about once a week. No plants or toys just those glass beady type things at the bottom. I've been using betta plus to condition the water, waste control occassionally, stress coat and or melafix. (Alternating between those two).

My poor fish hasn't eaten in at least a week and a half. My whole family is convinced he is dying of old age.
At the beginning of this he would swim up to the top and take "breaths" but more recently he just lays on the bottom breathing irregularly deeply through his gills. So I just figured they were right and he is dying of old age but now one of his fins is entirely red. Something tells me this is not normal, even if he is dying. That means bacterial infection doesn't it?

What can I do to make my baby's last days okay? :( Any suggestions would be sooo wonderful.
 
If one of his fins is red he has septciemia hard to cure once it has progressed.
Uk treatment anti internal bacteria med by interpet.
United states tetracycline.
