Is It Possible To Cycle A Filter Relying On The Bacteria In The Gravel

i mistakinley thought my 4 ft tank was leaking ( was actually the filter spaying water out,causing a huge puddle)
but i moved all my fish apart from a betta and a silver shark and 4 guppies out and put them in to a new tank, i also took the filter out and put it in the new tank, to help them along,
thing is i was left with a filter that wasnt ready in the 4 ft,
i am wanting to change the yukky gravel that i have in there, but should i just leave it there for the time being to give the filter a hand in cycling??
the AMMONIA =0 so when should i do the change, and what about the fish when i do it a bucket for a few hours in tank water??( when can they go back in?)

sorry should have mentioned this filter has been in 4ft for 5 days now
 
without continuing food the bacteria will die, so the tank wont cycle
