i have a male and 2 female dwarf gourami, however every about 2-5mins one will swim uptowards the top, just before the surface will release aload of bubbles, then hit the surface for a fraction of a second before quickly swimming bakc to the bottom/middle.

is this normal? are they low on oxygen etc?

Yes, this is nothing to worry about. They can 'breath air' directly from the tank's surface because of what's known as the labrynth organ. Many members of the anabantoid family have evolved this ability from life in waters that are low in oxygen.
 
they originate in some regions in ponds which almost completely dry up in summer. They learned to breath air or die !!!

its normal behaviour
