Theres no way to tell what that fish is from the picture you gave. there are many different fish that can breathe air and also alo that just choose to swim at the top. either you need to try to google to identify the fish or post a better picture

Yeah the picture are too big and blurred for me to tell anything...

Firstly, you need to down-size the pic- its too big and blurry. A clearer and smaller pic would help a lot in getting an exact ID on this fish  .

Other than that, it looks like a very stressed out neon to me- they can go very pale when stressed. If you can tell us more about your situation i.e. Tank size/gallons, length of time it has been set up, is water dechlorinated, does tank have filtration etc, that would help a lot in finding out why the fish is dying.
If it is a neon tetra though...Could be neon tetra desease- its worring that there's no red coloring left in the tetra, as this is a clasic symptom of the desease, which is untreatable and lethal.

From the tinges of red I see around it's body it almost looks like a bloodfin tetra which is either sick and dying or very, very stressed.

This, personally, is one reason why I never accept free fish from a store unless I know what it is and I can verify it is in good health.
