Is It An Empty Tank?

I have had a small cold water tank going for about 2 months now and have 6 minnows in it but they nearly always stay at the back of the tank! When people look at the tank they ask if it's empty! Any ideas why because I really would like to watch them swimming around!

Is your tank cycled, OP?

How do you clean the filter out and do you test the water for ammonia, nitrite or nitrate? How big is the tank?

All these things maybe relevant to your problem.

Do you have enough plants and hiding places (paradoxically, fish will be out in the open more, the more hiding places they have as it makes them feel more secure)
