hi i have got a 60x20x22inches tropical tank but im thinking of changing it to a marine set up, is it possible or do i need a marine tank , i am currently using a 403 filter , is this good enough for marine and what other bits would i need a some sort of guestermet on a cost of this project ;)

Is fine. You can change. The filter is good enough what youll need to get, your main items, are a protein skimmer, and live rock Other items would have to be a hydrometer, powerheads, and lighting(if you want corals). Im probaly forgetting a thing or 2.

Go for it, my marine is changing everyday, new live things appearing all the time. Skimmer, lights and live rock will be your main expense, and as you are in the UK like me, LR will cost an arm and a leg + VAT and another arm and 2 more legs. In a tank that size (115 Imp gallons) you are gonna need a minimum of 60kg @ £10 -£14 a kg. LR will be your main biological filter and will introduce lots of life into your tank. Skimmer and lighting needed for corals is not cheap either, though there are many low light corals around that you could just change bulbs for.

One thing you want to be aware of is if the tank has ever been treated with Copper based Meds then you cannot use with inverts.
