I believe you are using American gallons, as I think genetically modified fish like glofish are illegal in the UK.
Yes it will be bad for them, I doubt you could even FIT 9 in a 1 gallon container. And I really doubt they would live long either.

Contact a mod to let you start your own topic, and then youll get lots of responses about the ideal size tank for them. I would say minimum 10 gallons.
You will also have difficulty trying to cycle a tank as small as 2 gallons.
