I believe you are using American gallons, as I think genetically modified fish like glofish are illegal in the UK.

Yes it will be bad for them, I doubt you could even FIT 9 in a 1 gallon container. And I really doubt they would live long either.

You can use this site as a general guide for stocking http://www.aqadvisor.com/AqAdvisor.php note it says 'glofish' will outgrow a 2 gallon tank - meaning you shouldnt keep even ONE in there. They are active fish, not like bettas, and so need more room. They also should be kept in groups of 5/6 or more as they are a schooling fish.

Contact a mod to let you start your own topic, and then youll get lots of responses about the ideal size tank for them. I would say minimum 10 gallons.

You will also have difficulty trying to cycle a tank as small as 2 gallons.
 
This specific link here will show you all the species that are suitable for a 2.5 gallon tank, note that it is bigger than yours. But it may help you get ideas about what to put in it. Look at the scroll down menu for the species that are suitable. They tend to be snails, shrimp and bettas.
