Unless it's something "really" special, then in my experience, they won't charge. They just stick it on their order - or wait until they order other fish from that specific dealer again.

... unless you have a chain store LFS, then probably. I've tried to get PetCo to order different things; no go.

I think most LFS will place orders if it’s feasible for them to do so. If your just looking to place an order for a individual tetra then the answer is going to be no. More expensive fish or a larger group order and you should be in luck.

This is a good question and I'm glad you asked it.
It's not as easy as you might think for any lfs to order a particular kind of fish, even if it is one everyone would want. It is a matter of availability. These are living creatures and do not necessarily spawn to suit the trade.
Chain stores have certain restrictions on them that independent lfs don't have, and that has to be considered too. The manager will be given a list of fish the franchise has for sale and he must order from it. He has some choice among the various species, but cannot order from another source. If yours has a manager who has been in the job long enough, he can give you some idea if your fish might eventually be available or if it's one that has never appeared on his list before. If it comes up, he can order it, but if it doesn't, there's not much he can do.
An independent lfs is a different story. A good one will buy from various distributors or import them themselves. In this case, it will depend on what fish are in season at the areas they are native to. If the local people aren't able to catch them, they won't be for sale. Weather conditions here effect their success and a drought might make that year's catch small or nonexistent.
So you see, even the most excellent lfs can't always provide you with the fish you want, when you want it, although a good one will try.
